The "DontDisplayLastUsername" Value is ignored when configured by Group Policy

Users are prompted to enter their credentials during the initial logon and shutdown of ESSO Kiosk Manager. The username field in the authentication prompt is pre-populated with the username of the last logged on user instead of being blank.
The username in the authentication prompt should be empty during the initial logon to the KM session.
The issue can be reproduced at will with the following steps:
1. Install Logon Manager with Kiosk Manager.
2. Attempt to logon to a new KM session for the first time.
3. The user is prompted to enter credentials and the user name is populated with the name of the previously loged in user.
Due to this issue, users must manually delete the username and enter their own credentials.
