OSB Proxy Service fails to connect to MQ7 after a network connectivity problem or MQ restart (Doc ID 2020219.1)

Symptoms

On : 11.1.1.7.0 version, OSB Mgmt & Monitoring

When there is a connectivity issue to MQ 7  or MQ is restarted, OSB is not re-connecting and getting the messages. Logs shows the below exception
