Fusion Applications UCM system - Web Services get Error 404--Not Found When Run (Doc ID 2020662.1)

Symptoms

Starting today UCM web services do not work for the url: https://<POD_URL>/cs/idcplg

The error is: Error 404--Not Found

This only happens about 50% of the time for the production POD.

For the DEV and TEST PODs this can happen 100% of the time or not at all.

Changes

Server maintenance was performed before the error happened.
