Attempting to Open Pre-Existing Attachments After Upgrading to Primavera Contract Management 14.x and WebCenter Content 18.104.22.168.0, Get Error: "Content Repository error has occurred"

In a Contract Management implementation that integrates with Oracle WebCenter Content repository, after upgrading to Contract Management 14.1, end users are not able to open or access any pre-existing attachments. The end users will be presented with the following error:
"Content Repository error has occurred"
Upon review of the Content Repository logs, the following error will be seen:
"Event generated by user '<database_username>' at host 'CIS'. The content item '(null)' (46) no longer exists in the system."
Contract Management and Oracle WebcCenter Content / Oracle Universal Content Management were upgrade from an earlier version to Contract Management 14.1 (or later) and Oracle WebCenter Content 126.96.36.199.0 (or later).
