Symptoms

On : 11.1.1.7.0 version, Identity Management Upgrade Assistant

Getting errors upgrading OID 11.1.1.6 to 11.1.1.7

When running Oracle_IDM1/bin/psa it is failing with error loading config file oid.xml

The Log file is located at: ORACLE_HOME/oracle_common/upgrade/logs/psa2015-06-14-14-07-13PM.log shows the following error stack:
