Symptoms
On : 11.1.2.1.0 version, Oracle API Gateway
Switch On Attribute is not working as expected.
The “Comparison Type” “Start with” does not work as expected and documented.
Using “Comparison Type” "contains this" works, but with “Start with” it does not work.
STEPS

The issue can be reproduced at will with the following steps:
1. Create a policy using the "Switch On Attribute" filter
2. Use the "Comparison Type" to "Start with"
3. The condition does not work as documented
