LDAP Sync: Incremental Reconciliation Does Not Sync User With "LDAPDataProvider.java: Skipping" Message in Log

After configuring LDAP synchronization between OIM126.96.36.199 and OID188.8.131.52, when creating a user on OIM console, the user is added to OID correctly. Also Full Reconciliation - Scheduled Task "LDAP User Create and Update Full Reconciliation" - works fine and LDAP user is propagated to OIM. However, When running Incremental reconciliation - Scheduled Task "LDAP User Create and Update Reconciliation", the LDAP user is not propagated to OIM while the scheduled job status shows "SUCCESS" and no error message is logged in OIM diagnostic log.
There is the following message in OIM diagnostic log but it is a normal message for incremental reconciliation and does not show the cause of the synchronization failure.
