SOA 11g - Compilation Error Due to Attribute of Reference/binding.ws/@location Value in Composite.xml

There is inconsistency when building SCA composites from JDeveloper using the provided ant script (ant-sca-compile.xml). Problem is the value of attribute reference/binding.ws/@location is causing different behavior depending on its value.
1) In case the URL provided in the location attribute (reference/binding.ws/@location) is targeted to an existing and responding service the compile script seems to validate the target WSDL together with any dependant schemas.
2) If the location attribute is pointing to none existing or not responding service or in case of tokenization the building will succeed. Even any dummy value in location attribute will cause a successful deployment.
