JDBC Thin Fails to Connect Using SCAN with NL Exception TNS-04602 Invalid syntax Error (Doc ID 2023954.1)

Symptoms

JDBC/thin application fails to connect due to "NL Exception". The error is specific to using a SCAN IP and does not reproduce with the VIP address.

The connect error is specific to JDBC/thin.  SQL Plus connections work fine.
Issue reproduces both the JDBC 11.2.0.3 and JDBC 12.1.0.2 drivers.
