Content Changes Not Reflecting Automatically In Delivery Satellite Server After Publish

Symptoms
Changes made in Management are not reflecting in the Delivery environment's Satellite Server after a publish, unless manually clear Delivery SS cache.
From a test publish to Delivery target node, it was noticed the following messages in Delivery sites log when Sites was attempting to flush the SS cache:
