OID 11g Does Not Start, ORA-12514 / ORA-03113/ ORA-03114 Messages Are Logged To oidmon.log (Doc ID 2025608.1)

Symptoms

opmnctl startall fails, the log indicates it cannot connect to the database with ORA-12514 errors. 

 

However, tnsping connects to the database via sql*plus using the OID ORACLE_HOME.
