When Resizing the Panelsplitter Component, All Components in the Second Facet are Selected (Doc ID 2026803.1)

Symptoms

When re-sizing an af:panelSplitter component, all components which are included in the second facet are selected.
This issue was reported in IE 11, but has also been seen in Chrome, as seen in <Document 1967116.1> "Panel Splitter Selects All Components In The Pane Upon Use Of Split Icon In Chrome"

To reproduce:

1. Creating the page which has the af:panelSplitter component and two facets
2. Moving the line for changing the size of facet.
3. Selecting all component in the second facet wrongly.
