Unable To Authenticate As Local Admin After AD Authentication Removal

Symptoms
After removing AD authentication from a policy, the local Admin user can no longer login to API Manager or to Policy Studio. The same steps that were performed to add the AD authentication were reversed to remove it but that does not help since the Admin user can not be authenticated. The Admin Node Manager log shows the following authentication error when attempting to login with the Admin user:
2. Modify the configs.xml
Edit the Default Path to point to Protect Management Interface default policy (LDAP)
3. In HTTP Basic Authentication filter, select User Name for the Credential Format and repository name to Active Directory Repository
4. Use the retrieve Attributes from Directory Server filter
