Comments Area Getting Focus By Default When Opening Page Containing Wiki Document or Document Viewer Taskflow

Symptoms
Using WebCenter Portal with Document Viewer Taskflow, when pages are accessed the focus scrolls to the location of the comments field in that taskflow. It should start with the focus at the top of the page that is being displayed.
The same issue is seen if you use a Wiki Page and add content large enough to have the page scroll. When you access the page after you will see the focus moves to the comments field.
