Multipart/form-data Parameters not Decoded Correctly According to Request Encoding (Doc ID 2032625.1)

Symptoms

An html form has an input text-field with non-ASCII characters value, such as öäüß. When this form is sent to a servlet, it cannot display the characters correctly.
