Symptoms

After running a repair on an Forms Recognition 11.1.1.8 system, the following error is returned when attempting to open a project in Designer:

Designer Application
License Activation Error.
WL licensing is activated but expected license file is not found in the predefined location.
Please contact your system administrator.
