Not Able To Login After Restoring Environment From Backup

Symptoms
After restoring environment, not able to log into the Admin UI with fwadmin.
Once click login button, the page reloads the login screen with following error message:
"The username or password you entered is incorrect."
The sites.log showed this error:
[2015-07-17 12:32:50,762 EDT] [ERROR] [.kernel.Default (self-tuning)'] [fatwire.logging.cs.request] COM.FutureTense.Common.ContentServerException: Element not found fatwire/wem/sso/ssoLogin Error code:CANNOT LOCATE ELEMENT
