OAM 11.1.2.3 (11gR2PS3) Admin Server Fails To Start after installation on Windows platform (Doc ID 2034769.1)

Goal

Admin server does not startup after installing OAM 11gR2PS3 on windows 7 platform.

Several exceptions as noted below are logged in the server logs.

If needed for  further debug ... Edit setDomainEnv.cmd and add the below option  

Example:
