REST API call fails due to TicketValidationException (Doc ID 2035340.1)

Symptoms

When serially calling REST API requests in the application with the same multiticket, one and following requests suddenly failed at the middle of the sequence. (e.g. bulk creating 1000 assets from the application, but it succeeded only 900 assets and the request for 901 attempt is failed)

When the issue occurs, the following error is reported in sites.log
