Page fails to load ("ContentServer Error") or loads incorrectly when navigating between non-ASCII urls using IE (Doc ID 2036019.1)

A strange behaviour is seen when navigating on the live delivery site:

Whilst using IE to navigate between some links on the live site, the page fails to load e.g. "ContentServer Error") or loads incorrectly.
Using IE to accessing the same page directly (not navigating between links), there is no issue.
When using Chrome or Firefox there is no issue - performing the same navigation between links, and accessing the same page directly, both work fine.

Some urls on the site make use of non-ASCII characters.
