Translating WebCenter Portal (Space) Page Titles For Custom Pages

Using these instructions, SpacesSeedDataOverrideBundle.xlf and the portal specific scope-resource-bundle.xlf are exported using the Web Logic Scripting Tool, the portal specific scope-resource-bundle.xlf file is copied and renamed scope-resource-bundle_<my new language>.xlf.
The contents of the copied resource bundle are modified and the scope-resource-bundle.xlf file is imported back to the portal server using the WLST instructions in this documentation.
The page names in WebCenter portal are modified using the following string with the required substitutions: #{o_w_f_t_TranslationsRBBean['trans-unit id']}.
The WC_Spaces managed server is restarted.
Using the 'Choose Language' task flow to choosing the language we added a translation for, there are no changes in the Page Title. It always shows as the original default value. This is the incorrect behavior.
The Page Titles correctly switch to the expected standard translations for the default pages (e.g. Documents, Home).
