Accessing Portal Returns: "ORA-28000: the account is locked" (Doc ID 2036337.1)

Symptoms

When trying to access Portal, the browser shows an error like the following:

Servlet Error
An unexpected servlet error was encountered.
Please check the log file for more details.

The WLS_PORTAL1-diagnostic.log shows the following error:
