WCM_PLACEHOLDER SSLinkUrlEvaluationPrefix Parameter Does Not Work (Doc ID 2036366.1)

Goal

When saving a datafile, the imageLinks get saved as [!--$wcmUrl('resource','ImageDDocName')--]. (Where ImageDDocName would be something like D123456)

Using the following code:

The expected result would be: /ssi-wdf-ucm/webContent/groups/public/@xxxxxx/documents/image/mday/xxx/~edisp/d123456.jpg

However, this does not evaluate, and redirects to the content server itself: http://<host>/groups/public/@xxxxxx/documents/image/mday/xxxx/~edisp/d123456.jpg

The question is, how to get the data file to translate the links correctly with a "proxy" instead of the full url?
