Webcenter Forms Recognition Batches Do Not Make It Past State 700 and Error "Page size cannot be zero or less than zero" Occurs

Symptoms
Batches are imported by the RTS instance, but do not make it past state 700. The RTS instance configured to OCR is set as state 700 for the Input state, but the batches are never picked up. Other behaviors seen are:
- Batches cannot be seen in Designer Batch View when configured for Oracle Database.
- The Workdoc Browser returns an error when switching to database view and the error message reads as "Page size cannot be zero or less than zero".
