Incorrect Characters In Database After Multi-byte Data Entry Using ORDS Deployed In Tomcat (Doc ID 2036474.1)

When entering text with diacritics or other multi-byte characters using APEX deployed on ORDS with Tomcat, the database contains incorrect characters.

Steps to Reproduce 
* Start the application.
* Enter in a text field:  Op ùs pleats 
(The diacritic character has unicode code point 00F9 which is UTF-8 encoding hex value c3 b9)
* Select the record with SQL*Plus

 It shows Op ùs pleats instead of Op ùs pleats

If SqlPlus is used to update the record using UTF8 encoding it is correctly saved.
