New OAM 11.1.2.3.0 Install Could Not Start Up - SQLIntegrityConstraintViolationException (Doc ID 2037040.1)

Symptoms

I completed a new OAM 11.1.2.3.0 installation and configuration. When I try to restart the AdminServer for OAM Server, and the following error is observed:
