Legacy Space's "unauthorized" Page Goes To Portal Not Found Message (Doc ID 2037637.1)

Symptoms

After Upgrade to WebCenter Portal to 11.1.1.8.4, Portals created (not upgraded) in previous versions(PS3/PS4), the users who are not members, are seeing a message starting the space is no longer available / was deleted / was renamed, rather that an "unauthorized" message.

The expected  message to see is an "unauthorized" message.
The URLs are different, causing a confuse message error, because it's not true that the portal is moved or deleted - just unauthorized.

Steps To Reproduce:

  1. Login as weblogic user.
  2. Import the Portals (.par files) 
  3. Create a new user, no privileges at all on the imported Portals
  4. Logout.
  5. Login as the new user, and try to access the imported Portal.
    Get the error:
    "Portalxxx" is no longer available, the portal may have been deleted or renamed.

    Expected:
    You do not have access.
