User Portlet Does Not Render On Page. (Doc ID 2038074.1)

Symptoms

Portal Administrator cannot see the User Portlet on the Administration Page.
  
Loss of functionality
  - Issue is present on the Portal Administration Page
  - The Administrator should be able to see the User Portlet
  - The Administrator can see the Group Portlet.
  - No errors are present
  - As the Portal Admin, navigate to the Administer Tab and view the available portlets. The User Portlet is missing.

Significance of loss
As a result the Portal Site cannot be administered correctly. One is unable to control users in this state. This will result in downtime until this is resolved.
