"Cannot connect to AMC database" After AMC Collector 1.x Is Restarted (Doc ID 2038756.1)

After setting up the Advanced Management Console (AMC) UI and Collector to run as separate processes locally, or on different machines with a working password, there is no issue with an user logging in and out as long as the AMC Collector is running.  

However, if the AMC Collector is shutdown and restarted, the AMC UI will not be able to connect using the same password. The error message is "Cannot connect to AMC database".

This is caused by a problem with the network configuration. A bug has been filed but a resolution will not be pursued as there are a few feasible workarounds.  The goal of this article is to provide those workarounds to enable an user to reconnect to the AMC database.
