"No Access" Error When Customizing Unauthenticated Self Service Pages "Forgot Password" and First Login in OIM 11gr2ps1

When attempting to change some text and do other customization on the OIM 11gR2PS1 Self Service pages "Forgot Password" or First Login pages you will receive the following error when clicking Apply:
"No Access, You cannot perform this action, most likely because you do not have edit privileges on this page."
