Unable To Access WebCenter Sites UI After Login - "Content Server could not process the request" (Doc ID 2040143.1)

Symptoms

Unable to access WebCenter Sites UI after login, and see following error in the UI: 

"Content Server could not process the request"

The following error is seen in the application server log:
