"Unresolved application library references" When Deploying Enterprise Applications (Doc ID 2040586.1)

Symptoms

 On 12.1.3.0, you are performing deployment work on Admin Console. All required shared libraries deployed successfully onto all managed servers by targeting to the cluster. Then when trying to deploy an ear application, when you select the ear file to deploy, click 'next', it gives the error message shown below:

You have never seen this issue with WLS 11g versions.
