Symptoms
When running reports, the following error appears:

WLS_REPORTS has been configured to run as a windows service. The service starts, but if checking the status in EM console it is shown as down.
If WLS_REPORTS is not started as a service but it is started manually, it is show as up in EM and reports are run successfully.
