OID 11g: Running oidctl to Check Replication Server Status Fails with: Could not connect to the Database. (Doc ID 2041359.1)

Symptoms

Oracle Internet Directory (OID) 11g.

New installation. Nothing has been changed. After setup of OID replication, oidctl command was working fine.

The oidrepld process is running, but oidctl status now suddenly starts to fail:

The environment variables are set correctly, including COMPONENT_NAME, etc.  Also tried setting TNS_ADMIN to $ORACLE_INSTANCE/config.
