"Unresolved Webapp Library references" OIM Won't Start After Upgrading From R2PS2 To R2PS3 (Doc ID 2041806.1)

Symptoms

Upgraded OIM 11.1.2.2 (R2PS2) to OIM 11.1.2.3 (R2PS3) but the OIM server won't start after the upgrade. It's seen that the following Enterprise Applications would not start and stay in Prepared state instead of Active.

oracle.iam.console.identity.self-service.ear(V2.0)
oracle.iam.console.identity.sysadmin.ear(V2.0)


WLS Admin Logs related error message is:
