After upgrading from OIM 220.127.116.11 to 18.104.22.168 the Evaluate user policies are not getting triggered properly. Had to manually clear the qrtz related tables and restart the server to solve this issue. But it occurs again and the triggers are going to BLOCKED status repeatedly.
This error is seen in the log:
