OIM184.108.40.206.4 - Evaluate User Policies Job Not Triggered - Trigger State BLOCKED In Qrtz92_triggers

After upgrading from OIM 18.104.22.168 to 22.214.171.124 the Evaluate user policies are not getting triggered properly. Had to manually clear the qrtz related tables and restart the server to solve this issue. But it occurs again and the triggers are going to BLOCKED status repeatedly.
