When performing an upgrade to 126.96.36.199.0 from 188.8.131.52.0 or 184.108.40.206.0 and running the command "msiexec /i product.msi /quiet" the old version of logon manager is uninstalled, but the new version is not installed. A second run of the msiexec command results in a completed installation.
The expected behavior is for the installer to complete the upgrade in one run.
The issue can be reproduced at will with the following steps:
1. start with an 220.127.116.11.0 install
2. upgrade to 18.104.22.168.0 with a custom MSI package.>
3. msiexec /package.name.msi /quiet
Due to this issue, upgrade takes two runs of the msiexec command.
