Goldengate Replicat Appears To Be Locking An Entire Database In MS SQL Server 2014

Using OGG version 184.108.40.206.7 , running on Windows Server 2012 X86_64 bit platform, to replicate tables on a
Microsoft SQL Server
ODBC Version 03.80.0000
ODBC Version 03.80
Tables are inserted with data but OGG still thinks that these dmls have not been processed. Commit never poperly handled.
(1) Users unable to query these tables , using Visual Studio or any other MS tool, due to a LCK_M_S mode lock on these tables.
(2) When replicat is stopped and restarted , it starts at record zero instead of picking up where it left off. The report file shows an error message that indicates the record is already there.
When using SQL Server 2008 this same replicat will work without any issues.
