Starting Admin Server with Node Manager nmStart() Hangs and Server Is Not Started (Doc ID 2044100.1)

Symptoms

A customer reports not being able to start the Admin Server with a domain-specific Node Manager instance (WLS 12.1.2 and above). When running nmStart('AdminServer'), it prompts "Starting AdminServer ..." but it hangs. The AdminServer is successfully started when running the startWebLogic script.
