B2B Does Not Accept Social Security Numbers That Start with 8 for HIPPA/EDI Documents (Doc ID 2044281.1)

Symptoms

You are trying to process a HIPAA/EDI document in b2b that has a Social Security Number that begins with the number 8, e.g. 821858861 this fails with the following similar errors in the soa_server-diagnostic.log with TRACE:32 logging enabled for the b2b loggers:

The error can also be seen in the Reports page in the /b2bconsole Error tab for the message.

If the Social Security Number is changed from starting with an 8 to starting to a 2 the error will not be seen, i.e. changed from 821858861 to 221858861.
