Managed Server Cannot Contact Admin Server (Doc ID 2044925.1)

Symptoms

When starting up, managed server cannot contact the admin server and it is started in MSI mode if admin server only listens on SSL port. On standard output we observe that it uses Certicom even though we have explicitly set -Dweblogic.ssl.JSSEEnabled=true:
