OPSS reassociateSecurityStore failing with JPS-01055 JPS-01013 errors (Doc ID 2044989.1)

Symptoms

12c pre-upgrade step of reassociating a File-Based Policy Store is failing with the following error:

Starting policy store reassociation.
The store and ServiceConfigurator setup done.
Schema is seeded into the store
Command FAILED, Reason: JPS-01055: Could not create credential store instance. Reason oracle.security.jps.JpsException: JPS-01013: The credential store DN cn=CredentialStore,cn=soa_domain,cn=JPSContext,cn=root DN is missing in the store; the target DN must be pre-configured.
