WebCenter Sites Unable To Find Files that Have Special Characters In Filename (Doc ID 2045748.1)

In the Contributor UI cannot inspect, edit, or delete an asset that has a blob file with special characters in the filename (E.g. ©, é, etc).

The "testing image having special character in filename©.jpeg" file does exist in the [share filesystem]/ccurl/ folder.
