After Login, a Blank Page is Shown with Browser Spinning; Unable to Access Sites UI and No Error found in Logs

Information in this document applies to any platform.
Unable to access Sites UI; after submitting credentials, the browser displays a blank screen and keeps on spinning and does not return anything.
There are no errors in sites.log and/or cas.log, and user appears to be authenticated and authorized to access the UI/site (publication).
The browser's network tab shows the following request stays in the pending state for a long time and never returns a response:
