Symptoms

While configuring Developer tools for Fusion Middleware Forms and Reports, domain configuration hangs at 0% with these errors.


The issue can be reproduced at will with the following steps:
1. Install weblogic 10.3.6 using "oepe-wls-indigo-installer-11.1.1.8.0.201110211138-10.3.6-win32"
2. Install Developer tools and configure it.
3. Domain configuration hangs at 0%
