CKEditor CONFIG Parameter Not Working on Multivalued Attributes (Doc ID 2047538.1)

Symptoms

 The CONFIG parameter in the Attribute Editor definition for CKEditor does not work for multi-value attribute. This attribute is used to specify a custom configuration with for example different tool bars, but it is being ignored for multivalued attributes.
