HTTP 404 returned to composite when trying to fetch a WSDL (Doc ID 2049027.1)

Symptoms

Customer experiences 404: "Not found" at runtime when the composite is trying to fetch a partner link WSDL.

The problem is happening with AIA based composites and the following error is seen in the log files:
