Cascading LOV Can't be Filtered After Migrating To 12.1.3.0.0 (Doc ID 2049095.1)

Goal

An application has a table new rows can be created. In this table there are 2 dependent columns: Country and State and they use selectOneChoice to show a LOV.
After migrating from 11.1.1.7.0 to 12.1.3.0.0, the behavior of the cascading LOV of Country and State has changed. The values in State LOV does not change if autoSubmit is not set to true in Country LOV. If autoSubmit is set to true then mandatory field validations are fired.
What can be done to solve this problem?
