Insufficient Permissions To Retry Task

Scenario: Process task is assigned to Custom Role whose members are Administrator of that resource. When member of that role goes to Open Task and try to Retry the task, nothing happens and see this error in the log:
How can we assign a minimum privileges so the member of this role can retry the task ?
Is it possible to give permissions to members of this role so they can manage only one application instance as don't want these users to have permissions on all app instances, and also we don't want to give System Administrators role to them.
