Activity Stream Messages Are Displayed for All Users In A Portal, Rather Than Just Connected Users (Doc ID 2052462.1)

Symptoms

In an 11.1.1.8.8 Portal, the activity stream task flow is not displaying the desired messages to users. The requirement is just to see activities from users and their connections, as in the Home Page Activity Stream.  By default it displays information for the Portal in which it is contained also.
